Kevin Hines
Keynote Speaker
Kevin Hines is a storyteller. He is a best selling author, global public speaker, and award winning documentary filmmaker. In the Year 2000, Kevin attempted to take his life by jumping off the Golden Gate Bridge. Many factors contributed to his miraculous survival including a sea lion which kept him afloat until the Coast Guard arrived. Kevin now travels the world sharing his story of hope, healing, and recovery while teaching people of all ages the art of wellness & the ability to survive pain with true resilience.

Colleen Carpenter
Colleen Carpenter provides evidence-based training and targeted consultation to build long term capacity to prevent suicide. Her mission is to help organizations and communities tighten their safety nets so that people who are struggling with suicide and mental health issues are identified and helped.
Besides providing training and consultation, she is the Director of Stop Suicide Northeast Indiana. She also sits on numerous local and state level mental health and suicide-related committees, including the Indiana Suicide Prevention Network’s board.
She has master’s degrees from Loyola University Chicago (sociology) and the University of North Carolina (public health). She has won local and national awards for her work in suicide prevention. She is also a survivor of her Uncle John’s suicide.
Jay Chaudhary
Jay Chaudhary (JD 2009) is the director for the Division of Mental Health and Addiction with the Indiana Family and Social Services Administration. Prior to joining the Indiana Family and Social Services Administration, he served as managing attorney and director of Medical Legal Partnerships for Indiana Legal Services. Chaudhary holds an undergraduate degree from Ball State University. During his time with Indiana Legal Services, Chaudhary developed a medical-legal partnership between Indiana Legal Services and Eskenazi Midtown Community Mental Health Center that began on a part-time basis and later turned it into a full-time, multi-lawyer program. For his dedication to this partnership, Chaudhary received the Innovation Award from ARC of Indiana. In 2015, the partnership between Indiana Legal Services and Eskenazi Midtown Community Mental Health Center received the Outstanding Medical Legal Partnership award from the National Center for Medical Legal Partnership. Chaudhary currently serves as a board member for the Indiana Health Advocacy Coalition and is the chair of the Indiana Behavioral Health Commission. In 2020, Chaudhary was a recipient of the Maurer School of Law’s Young Alumni Distinguished Service Award.
Clinton Faupel
Clinton Faupel is the Co-Founder and Executive Director of RemedyLIVE, a technology based non-profit that produces interactive events and includes a 24 hour staffed chat center that provides hope and live chat interaction for people that are struggling with mental health issues in their life. RemedyLIVE has had over 14 million interactions in it’s chat center and impacted over 300,000 adults and children with it’s corporate centered/ public school events since 2015.
Clinton is an interactive communicator who uses proprietary technology, he helped create, to engage his audience. He speaks to tens of thousands of people per year about how secret struggles do not need to have the final say on their future.
Raised in Western Canada, Clinton is married to his wife Tonya, and have been serving people together since 2003. Clinton and Tonya have three beautiful teenage girls and a teenage son and live in Northeast Indiana.
Alice Jordan, MS ED
Alice, a distinguished alumna of Indiana University Bloomington, holds both undergraduate and master’s degrees. At Purdue University Fort Wayne (PFW), she serves as faculty in the Department of Human Services, Director of the Behavioral Health and Family Studies Institute, and Project Director of the Indiana Suicide Prevention Coalition (ISPC). She also founded Bienestar Sin Fronteras (Wellness Without Borders) and oversees the Indiana Statewide LOSS Teams Network.

A recognized suicide prevention specialist, Alice provides training across Indiana on mental health, with a focus on cultural competence in African American and Latino communities. She is a master trainer for the QPR Institute and leads statewide initiatives to support suicide loss survivors.
​
Beyond her professional work, Alice mentors at-risk youth, has received numerous awards, and is active in community organizations. She is President of IU’s Latino Alumni Association and serves on the board of the St. Joseph Community Health Foundation. Her most cherished accomplishments are her three children and five granddaughters. In her free time, she enjoys outdoor concerts, reading, and gardening.
Dr. Timothy Kowaleski, DO
Dr. Timothy Kowaleski, DO, is a specialist in Psychiatry with a deep expertise in addiction medicine. He completed his fellowship in addiction medicine at the Cameron Addiction Medicine Fellowship in Houston, Texas. Dr. Kowaleski earned his medical degree from Michigan State University College of Osteopathic Medicine in East Lansing, Michigan.

He is a dedicated member of several professional organizations, including the American Board of Family Practice, the American Academy of Family Practice, the American Society of Addiction Medicine, the American Osteopathic Association, and the Association of American Medical Colleges. Dr. Kowaleski completed his residency in family practice at the Fort Wayne Medical Education Program in Fort Wayne, Indiana. His extensive training and professional affiliations underscore his commitment to providing comprehensive care in psychiatry and addiction medicine.
Jeremy Lewis, M.S.ED., LMFT
Jeremy Lewis has been an integral part of the Northeastern Center on and off since 2003. In 2022, he was appointed Director of the Noble County Offices, where he leads initiatives to enhance support services for the community.
Jeremy holds a Master’s degree in Marriage and Family Therapy from Indiana University, which informs his collaborative and compassionate leadership style. He is committed to fostering an environment that prioritizes mental health and well-being, ensuring that the needs of families in the region are met with professionalism and care.
Under his direction, the Noble County Offices strive to improve the overall quality of life for residents, reinforcing the center’s mission to provide comprehensive behavioral health services to those in need.
Siquilla Liebetrau, Psy.D., HSPP
Dr. Siquilla Liebetrau is the Vice President of Clinical Services and a licensed Clinical Psychologist at Bowen Center. Dr. Liebetrau completed her undergraduate studies in psychology at DePaul University in Chicago and her graduate studies at the Illinois School of Professional Psychology in Chicago.
She has dedicated her training and career to serving in community mental health and is passionate about serving those in greatest need of care and support. She was trained as a generalist, engaging in therapeutic care and psychological testing services with all ages, and across a broad spectrum of diagnoses. Areas of special interest include trauma, integrating behavioral health into primary care, and suicide prevention. In her current role she oversees all clinical practice at Bowen Center, ensuring patients receive quality, evidence based, patient-directed treatment in the format and setting that meets the patient’s needs best.
Laura Murphy
Laura Murphy is the Director of Outpatient Services at Parkview Behavioral Health Institute (PBHI). She co-chairs the Child & Adolescent Committee of the Indiana Council for Community Behavioral Health Centers, leads the Allen County Youth Mental Health Task Force, and serves on the Adult Mental Health Task Force.

Previously, Laura was the VP of Child and Adult Services at Park Center and managed a Community Mental Health Center in St. Petersburg, FL. She holds a BA in Psychology and Social Work, an MA in Counseling Psychology, and an MHA in Health Care Administration. Laura is a licensed Mental Health Counselor (LMHC) in Indiana and certified in Trauma-Focused CBT.

Outside of work, she’s a certified yoga instructor, an executive board member for Remedy Live, and actively involved in her church. Laura and her husband, David, have two young children, Ella and Nora.
Ahsan Mahmood MD, MBA
Ahsan Mahmood joined Parkview in September 2020 as chief medical officer of the Parkview Behavioral Health Institute. He now serves as physician executive of the behavioral health service line, providing clinical and administrative oversight of all behavioral health entities.

Dr. Mahmood has published articles on neuropsychiatric conditions. His clinical interests include neurocognitive disorder, psychiatric aspects of endocrine conditions, healthcare policy and optimization of healthcare costs and outcomes. Dr. Mahmood is board certified in Psychiatry, Neuropsychiatry and Behavioral Neurology and Addiction Medicine.

Dr. Mahmood completed his medical degree at the Dow University of Health Sciences. He completed his psychiatry residency at the State University of New York at Buffalo, where he also served as Chief Resident for the program. He has also served as the chief medical officer of a large community mental health center in west central Indiana.
Justin McGee
Justin McGee was born and raised in Fort Wayne, IN. He graduated from The Ohio State University Magna cum Laude with a Bachelor of Science in Biology and a Bachelor of Art in Political Science in June 2010. He completed a joint MD, MBA program from The Ohio State University College of Medicine and Fisher College of Business in 2015. He did his residency training at the Indiana University Emergency Medicine program and completed this in 2018.

He is currently a partner with Professional Emergency Physicians, P.C., an Emergency Medicine group in Fort Wayne, IN, working mainly in Allen County at Parkview Regional Medical Center, Parkview Randallia, and Parkview Southwest. Outside of work, he spend his free time serving the community as a member of the Fort Wayne African American Healthcare Alliance and works with the Fort Wayne Medical Society volunteering with the
Walk with a Doc program. He also is in the Young Physicians section of the Indiana State Medical Association (ISMA). His hobbies include functional exercise, yoga, cooking, and reading in his leisure time.
Nate Moellering
Nate Moellering was born and raised in Fort Wayne. He went to Concordia high school and played football at the University of Saint Francis.
Nate is in recovery and struggled with addiction for over ten years. He attended treatment all over Indiana and parts of Illinois without success. It was not until he attended treatment designed and implemented by the founders of Fort Wayne Recovery in southern Florida in early 2017, that he was able to consolidate his knowledge of recovery and apply it to his life. Nate moved back to Fort Wayne from Florida to positively impact those adversely affected by the current opioid crisis.
Wayne Petersen-Stephan, MA, LMHC, CADAC V
Wayne Peterson-Stephan is the Director of Addiction Recovery Services at Bowen Health, bringing over a decade of experience in the social services field. His background encompasses mental health, addiction treatment, and child welfare, underscoring his expertise in these critical areas.
As a Licensed Mental Health Counselor and Certified Alcohol and Drug Addiction Consultant, Wayne is deeply committed to advancing the understanding and treatment of mental health and addiction issues. He advocates strongly for increasing awareness and education to reduce stigma and promote integrated treatment models. His approach focuses on treating the whole person and leveraging community support to foster lasting recovery and change.
Wayne’s dedication to his work is reflected in his ongoing efforts to build informed, supportive communities and to create effective, holistic recovery strategies. His leadership at Bowen Health continues to drive impactful initiatives and improve outcomes for individuals and families affected by addiction and mental health challenges.
Tommy Streeter
Tommy Streeter was born and raised in Warsaw, Indiana. His struggle with substance use began around age 12, but his battle with his own mental health started long before that. After finally sustaining sobriety and long-term recovery at age 25, Tommy has devoted his life to helping others who struggle like he did to find recovery themselves.
About 8 months after his 7th and final inpatient treatment stay in 2018, he began working at the same facility he was previously a patient at in Indianapolis. Tommy was a peer recovery coach there for about a year before taking a community outreach position at Fort Wayne Recovery and moving back to Warsaw to be closer to work, and to try to make a positive impact in his own hometown.
Tommy is now the Regional Director of Community Outreach at Fort Wayne Recovery and Allendale Treatment, as well as Vice Chairman of the Kosciusko Coalition on Drug Education and member of Drug Free Kosciusko, a featured speaker with RemedyLive, and is a Co-Founder of Bare Knuckle Recovery. Because of all this, Tommy is able to work alongside many different community-based organizations that specialize in substance use prevention, intervention, and raising awareness to the SUD and mental health crisis we are currently facing as a nation.
Rob Ryan, PhD, LMHC
Robert Ryan earned his Ph.D. in Counseling Psychology in 2020 from Andrews University. He is licensed as a Nationally Certified School Psychologist and a Licensed Mental Health Clinician in the State of Indiana. He joined Bowen Center in 2004 and currently serves as President and CEO. He is married to Tracy, who he says proves it is possible to marry up. Together, they have two daughters, Victoria, 29, and Taylor, 22.
Dr. Matthew Runyan
Dr. Matt Runyan is the section chief and medical director for inpatient psychiatry at Parkview
Behavioral Health Institute. He has been with Parkview for just over 9 years, and is A Distinguished Fellow of the American Psychiatric Association.
Awarded Volunteer of the Year for both Erin’s House and IUSM Volunteer Faculty, Dr. Runyan is an integral part of community involvement with PBHI and Fort Wayne. He is one of the hostage liaison and Crisis Intervention Trainer for the FWPD. He, his wife Jennifer, and their 3 kids Lucian, Victor and Alyna [pronounced ‘Aleena’] enjoy travelling, reading, golfing, and going on family adventures.
Courtney L. Washington, PsyD, CSAYC, HSPP
Dr. Courtney Washington is the lead Clinical Psychologist at Park Center/ Parkview Behavioral Health Institute. She graduated with her Psy D, from The Illinois School of Professional Psychology in 2017. Clinically, she works with teens and adults struggling with identity issues, self-efficacy, and finding meaning in one's life. She operates from a psychodynamic, feminist, existential, and group relations perspective. She is currently completing a certificate program at the University of Michigan with the goal of becoming a sex therapist. Her clinical interests include sexual health, social justice, LGBTQ+ issues, and gender issues. In her personal life she enjoys building a small sustainable homestead with her partner and their dogs Sigmund and Marco.
Judge Andrew Williams
Judge Williams earned his Juris Doctorate from Baylor University School of Law in 2001, where he was a senior editor of the Baylor University Law Review and a Moot Court Barrister. In 2002, he returned to Indiana to practice law with Hunt Suedhoff Kalamaros, LLP, becoming a partner in 2010. His 18-year practice included insurance defense, civil rights, products liability, medical malpractice, and appellate law, with cases argued before the Indiana Supreme Court, Indiana Court of Appeals, and the U.S. Court of Appeals for the Seventh Circuit.

Recognized as an Indiana “Super Lawyer” from 2014 to 2018, Judge Williams was also named a “Super Lawyer-Rising Star” in 2012 and 2013. He has served as President of the Allen County Bar Association and remains active in the legal community, including as a member of the Benjamin Harrison Inns of Court.
​
Currently, Judge Williams presides over civil cases and serves as the mental health judge in Allen County, overseeing emergency detention orders and the Superior Court’s Mental Health Task Force. A lifelong Hoosier, he has lived in Fort Wayne since 2002 with his wife, Kim, and their three sons.
